From December 31, the highest fine level to be imposed on persons committing administrative violations in population will be 30 million; in preventive medicine and anti-HIV/AIDS activities, VND 50 million; in health insurance, VND 75 million; and in medical examination and treatment, pharmaceuticals, cosmetics and medical equipment, VND 100 million. The fine will be doubled for organizations.
A fine of between VND 3 and 5 million will be imposed on an entity for failing to ensure bio-safety conditions after being granted safety standard certificate or for conducting experiments beyond specified scope of professional activities.
The maximum fine level will be VND 40 million for failing to organize annual rehearsals to remedy bio-safety risks or failing to report serious bio-safety incidents to Health Departments.
HIV-infected patients will be subject to a fine of VND 15 million if refusing to take anti-HIV drugs.
Regarding administrative violations in medical examination and treatment, a fine of between VND 15 and 20 million will be imposed for operation or surgical intervention without consent of patients or their relatives except in cases patients' lives will be threatened if no surgical operation is performed.
Subject to a fine of between VND 30 and 40 million and deprivation of practice certificates are violations of regulations on technical expertise in medical examination and treatment that develop complications in patients.
A fine of between VND 30 and 40 million will be imposed on intermediaries in purchase or sale of human organs, revealing the information of donors and recipients.
Subject to a fine of between VND 60 and 80 million are transplantation, use and preservation of human organs and tissues for commercial purposes.
Individuals and organizations that sell cosmetics containing substances banned from use or without information dossiers will have to pay a fine of between VND 30 and 40 million.
The maximum fine level of VND 100 million will be imposed for forcing other people to donate human tissues and organs or taking human tissues and organs from involuntary donors.-
